Covid vaccine passports: Everything we know so far

Italy, Iceland, Greece and Spain now allow or are opening their borders to people who’ve been vaccinated or who recently tested negative for Covid-19. The European Union has agreed to open its borders to more vaccinated tourists, including from the U.S.

The question is: How will individuals prove their vaccine or Covid status?

As of Wednesday, almost half of the total U.S. population had received at least one Covid-19 vaccine dose. New Covid infections in the country continue to drop. As of Thursday, the seven-day average of daily new Covid infections is at its lowest level since June 22, according to data compiled by Johns Hopkins University.

That trend is helping people return to pre-pandemic activities — from concerts to indoor dining to live sporting events and even international travel. Vaccinated people no longer need to wear masks or physically distance indoors or out, the Centers for Disease Control and Prevention said earlier this month.

Retailers like Walmart and Costco and hotel chains including Hyatt dropped their mask requirements for vaccinated customers this month, unless it’s required in local rules. U.S. officials have said they are largely relying on people being honest about their vaccine status, and retailers and hotel chains have said they don’t plan to check for a proof of a vaccine.

Officials in charge of overseeing international travel require more than the honor system. Federal officials require U.S.-bound international travelers, including U.S. citizens, to show proof of a negative Covid test result to board flights.

A spokeswoman for the Department of Homeland Security said DHS officials don’t check passengers’ Covid test results upon entry but — that is up to the airlines.

As airlines like United, Delta and American ramp up trans-Atlantic service, they are encouraging travelers to upload health documents online.

The travel industry has urged the Biden administration to create a set of standards for digital health credentials in an effort to lift travel restrictions that have devastated demand for leisure and business trips abroad for more than a year. The administration has said it will leave the task of developing digital health credentials up to the private sector. Federal officials also said they don’t intend to keep a database of vaccination records; that will be left to states.

Enter digital health apps. Sometimes referred to as vaccine passports, several of these platforms are already in development and some in use, including partnerships with airlines and local governments.

Here is where things stand on vaccine passports in the U.S.:

What is a health passport?

Digital health passports — also called vaccine passports — are platforms for smartphones that allow access to an individual’s health data, such as Covid test results or vaccination status. Israel and Denmark have already made platforms available and other countries are working on their own.

When individuals are vaccinated in the U.S., they are given proof in the form of a CDC-issued card. Airlines, which don’t want staff to have another piece of traveler information to check, are eyeing digitized versions that could easily be scanned.

Do I need one?

The health passports are not mandatory but might become more useful as more countries and attractions reopen.

Countries that have recently opened or plan to open their borders to foreign tourists like Iceland and Greece say travelers must show proof that they are vaccinated against Covid-19 or proof of a recent negative Covid-19 test.

But so far, digital health certificates are not required.

“Certificates may be in paper or electronic format,” Sveinn Gudmarsson, communications director at Iceland’s Ministry for Foreign Affairs, said by email. “Border control will evaluate whether a certificate is valid and will consult a representative of the Chief Epidemiologist [health care worker] as needed.”

The U.S. since January has required all inbound travelers from abroad, including citizens, to show proof of a negative Covid-19 test, even if they are vaccinated.

In California, venues can allow more people in if the establishment verifies that they have been vaccinated.

Who makes them?

There are several platforms already out there. IBM has developed New York State’s Excelsior Pass, which was tested at a New York Nets game in February. The app uses blockchain to communicate with state vaccination records or with health providers. The display shows a simple go or no-go sign, not the actual test result.

The International Air Transport Association, a trade group that represents nearly 300 airlines worldwide, has rolled out its own digital health passport. Singapore started accepting Covid-19 test results on that platform this month.

Some airlines like JetBlue Airways have announced trials of another digital health passport by The Commons Project Foundation, which is called Common Pass.

United Airlines recently said it would expand its own app to allow travelers to book Covid-19 test appointments online, results of which will upload automatically and let customers know whether they can travel to their destination.

The European Union and Israel are developing their own digital health certificates.

Why are they controversial?

Digital health certificates have drummed up concerns over how secure customers’ data will be with third-party apps communicating with databases containing sensitive health information. It has also raised concerns about inequality, since the platforms mainly work on individuals’ smartphones.

The governors of Florida, Texas and Arizona have moved to stop businesses from requiring proof of vaccination from customers. Arizona Gov. Doug Ducey signed an executive order last month that bans these certificates as a requirement to receive services and said that vaccinations are the choice of individuals not the government.

Even the World Health Organization said it is against requiring proof of a vaccine to enter another country “given the limited (although growing) evidence about the performance of vaccines in reducing transmission and the persistent inequity in the global vaccine distribution.”

Will I need to verify vaccination forever?

That is still unclear, just as it’s not clear when other Covid-era rules like masks on planes or public transportation will last. Even the travel industry, one of the most devastated by the pandemic, has its reservations.

Willie Walsh, former CEO of British Airways’ parent International Consolidated Airlines Group, and current director-general of IATA, has said he doesn’t want proof of vaccines to become a permanent fixture.

“These are measures that may be necessary as temporary arrangements while we go through this crisis, but once we’re through it, we want to see these restrictions permanently removed so people can get back to traveling as they experienced back in 2019,” he said earlier this month.

Marjorie Taylor Greene Says COVID Safety Measures Are Equivalent to the Holocaust (Video)

On Friday Marjorie Taylor Greene, the Georgia congresswoman known for saying hateful, false or simply unhinged things in public on the regular, added to her lunatic greatest hits when she compared efforts to prevent people from dying of COVID-19 to the Holocaust.

Greene was appearing this week on “The Water Cooler,” a show on the fringe conservative media outfit Real America’s Voice. Speaking to Christian Broadcasting Network’s David Brody, Greene was discussing Democratic House Speaker Nancy Pelosi.

See, Republicans attempted to pass a bill this week ending the mask mandate in the House of Representatives, but the bill was defeated. Afterward, Pelosi noted that since so many Republican members of the House refuse to get vaccinated, it’s not safe to end the mask mandate. So the mask mandate continues largely because of how reckless Republicans are being with other people’s lives.

This stance really angered Republicans like Greene. So it is that in her appearance on “The Water Cooler,” she said:

“You know, we can look back at a time in history where people were told to wear a gold star, and they were definitely treated like second class citizens, so much so that they were put in trains and taken to gas chambers in Nazi Germany. And this is exactly the type of abuse that Nancy Pelosi is talking about.”

Look, we probably shouldn’t have to tell you that asking people to wear a mask so that they won’t contract or spread a deadly illness that has killed hundreds of thousands of people, when those same people refuse to get vaccinated, isn’t remotely similar to the Holocaust. But just to be clear, what Greene says is false and inflammatory, which is why she was roundly condemned by Jewish advocacy groups.

Now to be clear, Greene didn’t invent this line of nonsense. Claims that COVID-19 safety measures, including efforts to encourage people to become vaccinated, are equivalent to the murder of millions of Jewish people by the Nazis, is a commonly expressed view on the extreme right. But it’s important that people be aware of the unhinged, false or even dangerous things extremists are saying, since so many people are saying them. So Greene’s version of this is as good as any to hold up as an example.

On the bright side, at least she didn’t find a way to bring up Jewish space lasers. Watch the clip below, if you like:

The final tally of the three-game series between sports and COVID? Sports 2, COVID 1.

How did that score happen?

1. COVID postponed or canceled a slew of sporting events and leagues starting in March 2020, putting the sports world on silence. COVID wins and leads, 1-0.

2. Sports slowly reopened with hockey and basketball playing regular-season games and their playoffs at neutral sites, but with no fans. Baseball played its season at home stadiums, but without fans. Only the World Series and National League Championship Series, both played in Arlington, Texas, had limited fans. Other sports slowly allowed fans, including pro and college football last fall. SPORTS wins, series tied at 1-1.

3. Then, in a bold move after Texas Gov. Greg Abbott issued a statement on March 2, 2021, that Texas would fully reopen business, the Texas Rangers announced it would play its home games this season with expectations of a full stadium. Globe Life Field opened the 2021 season at nearly a full capacity, and hardly any fans wearing masks. Meanwhile, college baseball across the south has reopened to stands full of maskless fans. Now, just a day after the New York Knicks said it would allow 15,000 total fans for two playoff games, the Dodgers and Angels will fully reopen. SPORTS wins the series, 2-1.

Football teams around the country have already indicated they want more and more fans, anywhere from half capacity to a packed house, for the 2021 season. PGA events have fans lining the greens and fairways, auto racing has fans back in the stands and track and field events has onlookers, all without masks for the most part. The NCAA softball tournament began this weekend, mostly with packed stands and no masks.

Sure, all of those venues are outdoors and many people have already received vaccinations. Having fans at indoor venues for the NBA and NHL playoffs is another. Having fans at NCAA swimming and diving championships is another. The New York Knicks easing capacity and mask rules is another.

Having limited fans during this year’s March Madness men’s and women’s tournaments was a start for basketball, which canceled its tournaments entirely in 2020 but expects full arenas in 2022 after centralized tournaments in Indianapolis (men’s) and San Antonio (women’s) in 2021.

The full reopening for sports isn’t a global thing, though. The 2020 Tokyo Summer Olympics was postponed until 2021, with the Summer Games scheduled to start in July. However, most of the Japanese population and that country’s scientists believe a cancellation of this summer’s Olympics is the best way to move forward, with hopes Tokyo can get another bid for the 2032 Games.

In America, sports are picking back up, just like business in general. American sports began blazing this path for reopening, and it will likely continue. Especially with Los Angeles reopening.

COVID Vaccines Protect Against Top Variants, WHO Says

May 21, 2021 — The COVID-19 vaccines authorized for use in the United States and Europe offer protection against the four main coronavirus variants known to exist, a World Health Organization official says.

“All COVID-19 virus variants that have emerged so far do respond to the available approved vaccines,” WHO European Regional Director Hans Kluge said Thursday at a news conference.

Kluge said the B.1.617 variant now killing thousands of people daily in India, where it was first detected, is of special concern.

That variant has spread to all six WHO regions and has been detected in 26 of the 53 nations in the WHO European region. Most cases are linked to international travel, he said.

“It is able to spread rapidly and displace the B.1.1.7 variant that has become the dominant lineage in Europe,” he said.

Kluge emphasized that while many people have not been vaccinated yet, all variants can be controlled with public health and safety measures, such as masks and social distancing.

“For the time being, we can say that all the four variants do respond to the vaccines made available, as of today,” he said. “But the best way to counteract [spread] is to speed up the vaccination roll-out.”

The other variants are the ones first detected in Brazil (P.1) and South Africa (B.1.351).

Luge said the vaccination program is bringing down COVID numbers in the WHO European region, with case counts decreasing 60% in a month. But he warned against letting our guard down.

“This progress is fragile. We have been here before. Let us not make the same mistakes that were made this time last year that resulted in a resurgence of COVID-19,” he said.

Luge said nations should “eliminate or rethink” international travel. But the European Union and the United Kingdom have recently relaxed guidance for international travel.

“Vaccines may be the light at the end of the tunnel, but we must not be blinded by that light,” he said.

She’s a senior scholar at the Johns Hopkins Center for Health Security and studies pandemic preparedness. Like other public health experts, she understands the call to cancel the games. Fueling the fear over the Olympics is the recent disclosure that nine vaccinated New York Yankees team members and staff tested positive in what are being called “breakthrough” cases. If it happened to them, what might happen to vaccinated Olympians?

“From an athlete’s perspective, I would want the games to go on if they could,” Sell says. For some, it could be their last chance at winning the gold. “I think we could have the Olympics safely, but if people don’t want to have the Olympics, that changes the story. I think we also need to respect what’s going on in Japan.”

Japanese citizens, traditionally strong supporters of the Olympics, are anxious. Protests in Tokyo, with citizens marching in the streets, are ongoing. A survey released Monday found that 83% of Japanese voters believe the games should be canceled or postponed again. And, earlier this week, the Tokyo Medical Practitioners Association, with 6,000 members, urged the International Olympic Committee to cancel the games, which are scheduled to begin July 23.

Vaccination rates in Japan are extremely low. As of May 19, only 2.8% of Japan’s 126 million citizens were vaccinated, according to Reuters. COVID infections are on the rise, with 5,679 new infections reported on average each day.

While he and other experts say the evidence is leaning toward the vaccines usually protecting against transmission of the virus, ”the evidence that we have on reducing transmission is indirect evidence,” he says.

The studies most often cited on transmission risk after vaccination include:

  • Research studies in Israel that looked at newly vaccinated people and compared them to people who didn’t get vaccinated. They looked at different age groups. “The rates [of COVID-19] in kids declined as the vaccination rates in adults increased,” Corey says, suggesting vaccination reduces the risk of transmission.
  • A study of 3,960 vaccinated U.S. health care workers and other front-line workers in which researchers found the Moderna and Pfizer vaccines 90% effective against infections, regardless of symptom status. The workers were tested weekly for 13 weeks.
  • A U.K. study that looked at transmission in households. “The public health agency in England looked at over half a million people vaccinated and looked at household contacts,” Brewer says. “What they found was, in households where someone got COVID and no one was vaccinated, 10% of household contacts got COVID. In those where the index person has been vaccinated, the risk of transmission was around 4 to 6%. It cut it roughly in half. As more get vaccinated, you expect less and less transmission.”

“No vaccine is 100%,” Corey says. “The vaccine protects you from acquiring severe disease, hospitalization, and death,” which is its aim, he says. In that respect, the vaccines are doing their job.

Experts also agreed that it is difficult to pinpoint exactly what happened with the Yankees’ cluster. Many details are not available, such as how much time passed after vaccination. While some experts say it was likely the team members gave it to each other, citing time spent together in close quarters, others say they may have gotten infected from others they were in contact with. “It’s also possible that some [tests] were false positives,” Brewer says. What’s unique about the Yankees’ situation, he says, is the frequent testing even in the absence of symptoms.

”If the vaccine prevents severe disease and helps get the disease under control faster, it makes sense that it reduces transmission,” Sell says. “I think the answer is mostly yes.”

But not, Sell and other experts say, 100%.

That was never going to be likely, other experts say.

Michael Mina, MD, an epidemiologist at the Harvard T.H. Chan School of Public Health, has argued the COVID-19 vaccines are very effective but will not prevent infections. The real point, he said, is that those post-vaccination infections are typically fairly meaningless.

“In my opinion, if they’re not infections that are causing disease, they should be viewed very differently from a breakthrough case, which is a term that should absolutely be reserved for a case that’s causing disease,” he told New York magazine.

Mina said a true breakthrough case is where a vaccinated person overwhelms the vaccines and causes the infected person to become sick.

“The real question is do those reinfections matter — or more to the point — do the reinfections have negative consequences?” he said.

New York and Maryland announce COVID vaccine lottery promotions

New York, Maryland and Oregon announced lottery promotions tied to receiving COVID-19 vaccines this week, following a program recently introduced in Ohio that offers a similar incentive. 

New York Governor Andrew Cuomo rolled out the “Vax and Scratch” program on Thursday, which will award New York Lottery tickets with prizes of up to $5 million to those 18 and older who get vaccinated at one of 10 sites across the state from Monday, May 24 to Friday, May 28.

“The more New Yorkers we can get vaccinated, the better our situation and the faster we can return to a new normal, so I encourage everyone who hasn’t been vaccinated yet to go to your nearest site and get the shot,” Cuomo said in a press release.

In Maryland, Governor Larry Hogan announced a “$2 million Vax Cash promotion” that lasts from Tuesday, May 25 through Sunday, July 4.

All vaccinated residents ages 18 and older are automatically entered into the daily lottery, which boasts a $40,000 cash prize each day. The final daily drawing will feature a grand prize of $400,000.

“We need every eligible Marylander vaccinated, and this lottery is a further incentive to get a life-saving vaccination to ensure we leave no arm behind in our fight to put this pandemic behind us,” Maryland Department of Health Secretary Dennis R. Schrader said in a press release. 

Oregon Governor Kate Brown announced the “Take Your Shot, Oregon” campaign on Friday, in which one resident over the age of 18 will be selected to win $1 million. Five people between the ages of 12 to 17 will win $100,000 college savings plan scholarship funds, and 36 residents — one from each of the state’s counties — will win $10,000. In order to be eligible for the drawing, which takes place on June 28, Oregon residents must have received at least one dose of a COVID-19 vaccine. 

“I’m encouraging every eligible Oregonian to take your shot,” Brown said during a news conference on Friday. “Go get vaccinated. It can save your life and just maybe make you a millionaire.” 

The programs follow an announcement from Ohio that it would offer a lottery promotion for residents ages 18 and above who get vaccinated. Those residents can enter to win one of five $1 million prizes.

Ohio is also offering prizes to residents between the ages of 12 and 17 who have received at least one dose of the COVID-19 vaccine. Those Ohioans can enter to win one of five four-year, full-ride scholarships to any Ohio state college or university.

So far, the program appears to be a success. Ohio reported an uptick in vaccines since announcing its $5 million “Vax-a-Million” lottery last week. Preliminary data showed a 53% week-to-week increase in vaccines from May 13 to 18 compared with the week prior.
