Combine Learning with National Development, the IIMB-MGNF way

In 2020, with the support of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India (GoI), IIM Bangalore launched the Mahatma Gandhi National Fellowship (MGNF), a two-year academic programme. MGNF is a unique opportunity for young, dynamic individuals to contribute to enhancing skill development and promote rural employment at the district level. It aims to strengthen the district-level skill ecosystem for decentralized skill development governance.

The institute has undertaken this endeavour in support of the launch of the Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Project. MGNF has the potential to lead to convergence in the functioning of government agencies working towards skilling the workforce.

The Mahatma Gandhi National Fellowship is a Certificate Programme in Public Policy and Management offered by IIM Bangalore. The two-year Fellowship seeks to combine classroom sessions (Academic Module) at IIMB with an intensive field immersion at the district level (District Immersion) to create credible plans and identify barriers in raising employment, economic output, etc. and promote livelihoods in rural areas. MGNF is an initiative of the Ministry of Skill Development and Entrepreneurship, Government of India that is designed and implemented by IIMB, in collaboration with State Skill Development Missions (SSDMs).

The Programme Directors are Prof. Arnab Mukherji from the Public Policy area and Prof. Sankarshan Basu from the Finance and Accounting area of IIMB.

The MGNF programme welcomed the first batch consisting of 74 students (selected through a rigorous admissions process), in an orientation ceremony at IIMB on March 08, 2020. The first cohort comprises 44 per cent women candidates.

The inaugural cohort of MGNF was selected through a process comprising written tests, personal interview and case analysis. MGNF Fellows were shortlisted from an eclectic mix of disciplines ranging from social sciences, business administration, law and engineering.

Selvakumar, Principal Secretary, Skill Development, Entrepreneurship and Livelihoods, Govt. of Karnataka, and Prof. Gopal Naik from the Economics & Social Sciences area of IIMB (at the time Dean – Faculty, IIM Bangalore), inaugurated the orientation program.

Phase 2

Following the success of the pilot cohort, MGNF 2021-23 has been launched. The Mahatma Gandhi National Fellowship 2021-23 will be rolled out nationally in more than 660 districts across India. The programme will be hosted by nine IIMs (IIM Ahmedabad, IIM Bangalore, IIM Jammu, IIM Kozhikode, IIM Lucknow, IIM Nagpur, IIM Ranchi, IIM Udaipur and IIM Visakhapatnam) separately, with IIM Bangalore managing the common admission process.

The initiative is aimed to identify and train a group of young, committed and dynamic individuals who will leverage the IIM ecosystem and work with the district administration in strengthening the process of skilling to create a vibrant local district economy. Its unique design will allow the Fellows to take academic learning at IIMs and use them in the field under faculty mentorship with the goal of understanding challenges and barriers that the district ecosystem faces in fostering growth and skill development.
